What’s happening in the 2026 Legislative Session?

The 2026 legislative session began on Tuesday, February 17th, 2026.

We began the session with a 67-67 tie in the Minnesota House with the MNGOP holding the speaker’s gavel under a powersharing agreement.  The MN Senate is a 34-33 DFL majority.

This page will recap everything that happens during the legislative session. For a comprehensive view of all bills introduced, visit our Bill Tracker.  It is important to note that all bills introduced in the 2025 session remain alive through the end of this year’s session.

What gun bills are moving in the 2026 session?

Minnesota House

  • No pro-gun bills are moving in 2026.
  • Note:  HF13 (removing the duty to retreat) advanced to a floor vote in 2025, where it was stopped in a tie vote.  See our 2025 page for more information.
  • HF 3433 – Semi-Automatic Rifle Ban
    • This bill is a total ban on the sale, transfer, and possession of almost all semi-automatic rifles in Minnesota.
      • There is grandfathering applicable to the current owner only, with no transfers allowed.
      • A certificate must be obtained at an unknown cost, law enforcement must inspect your home for “safe storage” whenever they want without a warrant, and the firearm can only be kept at home or at a “licensed firing range”.
      • Hunting with such firearms is prohibited.

    • This bill was heard in the House Public Safety Committee Meeting on Tuesday, February 24, 2026, at 3:00 PM in State Capitol 120. The motion to advance failed on a 10-10 party-line vote. This bill remains alive in this committee.
    • We OPPOSE this bill.
  • HF 3402 – Total ban on magazines holding more than 10 rounds
    • This bill is a total ban on the manufacture, sale, transfer, and possession of all firearm magazines capable of holding more than ten rounds.
      • There is no grandfathering.
      • Magazines must be destroyed, turned into law enforcement, or moved out of state by July 1st, 2026.

    • This bill was heard in the House Public Safety Committee Meeting on Tuesday, February 24, 2026, at 3:00 PM in State Capitol 120. The motion to advance failed on a 10-10 party-line vote. This bill remains alive in this committee.
    • We OPPOSE this bill.
  • HF 3351 – Total Repeal of Firearm Preemption Laws
    • This bill completely repeals Minnesota’s firearms preemption statutes.
      • This would allow any subdivision of government or a municipal corporation to pass their own gun control laws, change the scope of a permit to carry, prohibit carry, and regulate firearms and ammunition in any way they see fit.
      • This would create a patchwork of gun control laws across the state that would make it impossible for a peaceable Minnesotan to understand their rights and obligations.
    • This bill was heard in the House Elections, Finance & Government Operations Committee on February 25th, 2026.  The motion to advance the bill FAILED on a party-line vote 7-7.  This bill remains alive in this committee.
  • HF 3357 – Ban on Lawful Carry at the MN State Capitol Complex
    • HF 3357 prohibits the lawful carry of firearms at the Minnesota State Capitol Complex.
      • Currently, any permit-to-carry holder may carry on the grounds and in buildings at the State Capitol Complex.
    • This bill will be heard in the State Government Finance & Policy Committee on Thursday, March 5th, 2026.
    • We OPPOSE this bill.
  • HF 3401 – Prohibiting Carry at Schools & Mandating Storage
    • This bill repeals the authority of a principal to permit permit to carry holders to carry a firearm on school property
      • It also requires specific storage requirements for a firearm if stored in a vehicle on school property
      • Prohibits firearms at any activity or event sponsored by the Minnesota high School League.
    • This bill was heard in the House Education Policy Committee on February 25th, 2026.  The motion to advance the bill FAILED 7-7 on a party line vote.
    • The bill remains alive in this committee.
    • We OPPOSE this bill.
  • HF 3668 – Establishing an “Office of Gun Violence Prevention”
    • This bill creates a permanent office of gun control activism in the Minnesota Department of Health.
    • This bill was heard in the House Health Finance and Policy Committee on March 2nd, 2026.
    • We OPPOSE this bill.
    • The bill was “laid over” for possible inclusion in a future omnibus bill.
    • We will continue to monitor the bill and any omnibus bills that come out of this committee.

Minnesota Senate

  • No pro-gun bills are moving.
  • No anti-gun bills are moving.
