What’s happening in the 2025 Legislative Session?

The 2025 legislative session began on Tuesday, January 14th.

We began the session with a 67-66 GOP majority in the Minnesota House pending a special election in HD 40B and another seat being contested in court.  The MN Senate is tied at 33 seats each, pending a special election in Minneapolis.

What gun bills are moving in the 2025 session?

Minnesota House

  • HF13 – Duty to Retreat Elimination
    • This bill passed the House Public Safety Committee on a party-line vote on February 26th, 2025.
    • This bill was brought to the House Floor on March 6th, 2025, and it was debated and voted upon.  It failed 67-65 (68 votes required for passage) and was tabled.  It can be brought up later in this session.
    • We strongly support this bill.
  • HF284 – Non-Citizen PTC Form Change
    • This bill passed the House Public Safety Committee on February 26th, 2025.
    • We support this bill.
  • HF924 – Retired Peace office Capitol Carry
    • This bill passed the House Public Safety Committee on February 26th, 2025.
    • We are neutral on this bill.

Minnesota Senate

  • SF11 – Firearms Storage Sales Tax Exemption Expansion
    • This bill was heard on January 21st, 2025, in Senate Taxes.  See the hearing page below for specific details.
    • This bill was heard in Senate Judiciary and Public Safety on January 23rd, 2025 and amended.
    • This bill was heard again in Senate Taxes on February 18th, 2025 and passed.
    • The bill is currently on the general register and can be brought forward to the floor for a vote at any time.
    • We support this bill.
  • SF107 – Shotgun Zone Elimination for Deer Hunting
    • This bill was heard on January 3rd, 2025 in Senate Environment, Legacy, and Climate.  See the hearing page below for specific details.
    • This bill was laid over for possible inclusion in an omnibus bill.
    • We support this bill.
  • SF1596 – Semi-Automatic Firearms Ban
    • This bill is not moving.
