SF 513: Establishing the "Office of Gun Violence Prevention"

- This bill creates a permanent “Office of Gun Violence Prevention” in the Minnesota Department of Health
- Empowers a new state office to develop and promote gun control policies under the banner of “research” and “public health.”
- Authorizes coordination with national gun control advocacy groups and outside activists to shape Minnesota firearm laws.
- Funds public messaging campaigns and legislative recommendations designed to expand firearm restrictions.
- Requires ongoing taxpayer funding to support a permanent government infrastructure dedicated to advancing gun control.

SF 1580: Violence Prevention Project Research Center Appropriation

What it Does
- This bill directly allocated $1,000,000 to the Commissioner of Public Safety to give to a Minnesota-based research center for “gun violence.”
- The only center that meets this criterion is the anti-gun/pro-gun control Violence Project at Hamline University.

SF 2320: Preemption Repeal - Government Buildings + Land

What it Does
- This bill modifies Minnesota’s preemption law to allow city, county, and township governments to prohibit the carry of firearms in government-owned or leased buildings and land.

SF 3549: Total Preemption Repeal

What it Does
- This bill completely repeals Minnesota’s firearms preemption statutes:
- MN 471.633
- MN 471.634
- MN 624.714, Subd 23
- MN 624.717
- MN 624.9191, Subd 4
- This would allow any subdivision of government or a municipal corporation to pass their own gun control laws, change the scope of a permit to carry, prohibit carry, and regulate firearms and ammunition in any way they see fit.
- This would create a patchwork of gun control laws across the state that would make it impossible for a peaceable Minnesotan to understand their rights and obligations.
- Repealing preemption would immediately result in:
- Minneapolis’s ordinance banning the possession of most semi-automatic rifles to go into immediate effect.
- Saint Paul’s ordinance banning the possession of semi-automatic rifles, many pistols, and banning carry throughout large swaths of the city to go into effect.
- Edina’s ordinance banning the possession of semi-automatic rifles, magazines holding more than 10 rounds, and changing the scope of carry to go into effect.

SF 3572: Ending School Carry Permission

What this Bill Does
- This bill repeals the authority of a principal to permit permit to carry holders to carry a firearm on school property
- It also requires specific storage requirements for a firearm if stored in a vehicle on school property
- Prohibits firearms at any activity or event sponsored by the Minnesota High School League.

SF 3631: Ban on Lawful Carry at the State Capitol Complex

What it Does
- SF 3631 prohibits the lawful carry of firearms at the Minnesota State Capitol Complex.
- Currently, any permit-to-carry holder may carry on the grounds and in buildings at the State Capitol Complex.

SF 3655: Semi-Automatic Rifle + Magazine Ban
Chief Author
- Senator Zaynab Mohamed (SD 63)
What it Does
- This bill is a total ban on the sale, transfer, and possession of almost all semi-automatic rifles and magazines holding more than 10 rounds in Minnesota.
- There is grandfathering applicable to the current owner only, with no transfers allowed.
- A certificate must be obtained at an unknown cost, law enforcement must inspect your home for “safe storage” whenever they want without a warrant, and the firearm can only be kept at home or at a “licensed firing range”.
- This is similar to the semi-automatic and magazine bans heard in the Minnesota House in February.

SF 3661: Private Manufacturing of Firearms Ban
Chief Author
- Senator Ron Latz (SD 46, DFL)
What it Does
- This bill makes it a felony to own or build an unserialized “ghost gun” in Minnesota, and forces current owners to serialize, surrender, or destroy them.
- This bill criminalizes the possession, manufacture, and sale of privately manufactured firearms, with some exceptions
- This bill requires that all firearms have serial numbers, with a few exceptions, such as pre-1968 firearms
- This bill requires that you must be an FFL to manufacture a firearm via CNC equipment or 3D printing, and criminalizes the possession of 3D-printed firearm design files

SF 4200: Binary Trigger Ban

What it Does
- This bill retroactively reenacts a complete ban on binary triggers to January 1st, 2025.
- The 2024 Binary Trigger ban was struck down and permanently enjoined in our Caucus v. Walz case.
